Public Safety Consultant / Instructor
Joseph Richardson has a uniquely broad perspective as an instructor which is derived from his multi-disciplinary experience in public safety which includes the fire service, law enforcement, and corrections. He retired from the City of Providence, Department of Public Safety in 2003 having served almost thirty (30) for the communications, fire, police, and emergency management departments. During his tenure, Joe served as an instructor at both the police and fire academies. Following September 11, 2001 until February of 2003, Joe was assigned to a public security task force consisting of local, state, and federal agencies. He also is a State of Rhode Island certified school psychologist who has worked primarily with adolescent and adult sex offenders, arsonists, and juvenile fire setters in prisons, educational/ treatment facilities, and community-based agencies. As an instructor Joe has trained and provided technical assistance in the area of fire science, arson, & explosions in over 35 states and Canada. He is a published author (Handbook on Fire Setting in Children & Youth) in the field of juvenile arson (fire and explosions) as well as sexual aggression. This includes developing specialized interview protocols. Joe is the co-producer of a juvenile arson prevention video (Playing with Fire) widely used throughout the United States.
As an instructor for CRA, a defense contactor for the Department of Home Land Security, Joe provided instruction, of the Emergency Operations Center (EOC) Course Program to the United States Marine Corp at the basic, intermediate, and advanced levels. He has delivered instruction at Camp Lejeune, Marine Corp Air station (MCAS) Cherry Point, MCAS Beaufort, MCAS New River, MCRD San Diego,
MCAS Miramar, Marine Corp Base (MCB) Twenty-Nine Palms, Marine Corp Logistics Base (MCLB) Barstow, MCLB Albany, Camp Pendleton, MCAS Yuma, and MCB Hawaii. Other work for the Marine Corp includes serving as a controller for a full-scale exercise. In total, Joe has provided approximately twenty (20) EOC course deliveries on Marine Corp installations throughout the United States.
Prior to working for Defense Team Training, also as a CRA instructor, Joe delivered over seventy-five (75) trainings to Amtrak and Miami-Dade County Transit employees delivering the Employee Security Awareness Training Program which focused on terrorism awareness, weapons of mass destruction and improvised explosive devices, and terrorism prevention.
As a state (RI) and nationally certified school psychologist, Joe’s skill set and experience served him well working for CRA in the Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), National Preparedness Directorate Training and Education Division Course Audit Program (University of Findlay, Ohio Rail Car Incident Response) and The Instructor Auditor Program (Intersection with Terror: The Role of the Prosecutor and Community Corrections in Homeland Security, Advanced Criminal Intelligence Analysis to Prevent Terrorism, Emergency Planning for Special Needs Populations, The National Sheriffs’ Association (NSA) Homeland Security All-Hazards and WMD training; Jail Evacuation). Essentially, Joe was part of a team which evaluated both DHS courses and instructors.

For seven years (7) from 1999 to 2006, Joe served on the Board of Review for Sexually Violent Predators, an integral component of the State of Rhode Island’s Parole Board and the Sexual Offender Community Notification Unit.
From 2014 to 2025, Joe served as the as the attendance / truancy / residency officer for the Lincoln, RI School District.
Prior to his career in public safety, Joe served in the United States Army for two (2) , to include a tour in West Berlin, Germany and received an honorable discharge as a Specialist 4th Class in 1973.
Presently, Joe is an adjunct professor in Criminal Justice at Johnson & Wales University in Providence, RI. In addition, He is a licensed private investigator specializing in criminal matters and “cold cases”.
